  CoCAT is a Resource Identity Management System that provides an integrated electronic manifest system made up of sensors and software to biometrically enroll and verify ownership, Nested Active and Passive RFID to identify containers and contents, as well as a Geographic Location System to track vehicles via GPS/GSM networks. CoCAT provides the solution to the need to track the ownership or responsibility of dangerous or high value assets where a chain of custody is established for container, contents, and status, along with the positively established owner identity for each stage of the container/content lifecycle.
